It looks like you should be able to mount any *external* storage on your phone (e.g. SD card) directly as a disk drive. Or, possibly remove it from the phone and plug it into a card reader on your PC. But that doesn't address the phone's internal storage/filesystem.

Googling [android mount filesystem on windows] brings up some interesting-looking results, it seems there's an "Android Commander" app amongst other options.
