The first line of Google's summary of irs.gov: "The IRS is the U.S. government agency responsible for tax collection and tax law enforcement." You're proposing another tax - the IRS will collect and enforce it.
The idea that the US Federal Government will ever significantly punish the IRS is far beyond hilarious.
BTW there's no need to lecture Canadians about sales taxes or VAT.
