One possible difference between dev and EXE is if the program uses resource FOXUSER.* files. Unless you disable resources (e.g. RESOURCE=OFF in CONFIG.FPW) the EXE will create new ones when it starts. I believe I've seen corrupted resource files cause problems similar to this.
