The problem is only for whatever they need when being installed or running in regards to the c:\Users directory. Something is forbidden a lot of programs new or already installed to not being able to use the c:\Users for some of their actions. If I install, it will be able to store some of the files in there but not all of them. So, it is in regars to specific action, such as whatever would require my account for example.

I wonder if somehow your profile has been corrupted.

With XP I recall seeing some cases where a user profile would fail to load, either at boot or at logon. There would usually be a message to that effect, that the profile failed to load and a temporary one was in use. I think I've seen that a couple of times with Win7 as well. Every case I can recall, the problem was fixed simply by restarting the computer. The worst thing someone could do in that state would be to continue to work, or install software or Windows updates.
