I support several VFP apps and several C# apps, so I'm bouncing back and forth all the time.
My experience has been that there's no question that VFP uses fewer lines when using DBF's.
What can be more concise than REPLACE a WITH b?
When using SQL server as a backend with VFP, it might be closer, but I still think that VFP uses fewer lines of code.
I don't know about line length though - A++ saves a lot of keystrokes.

However, debugging with C# is many times faster because of strong typing and that is one of several reasons that, if I have a choice, I use C#.
Anyone who does not go overboard- deserves to.
