Input Method Editor -- basically the component in Windows that allows multilingual keyboard input. On several workstations at where I work we've got Asian language extensions loaded in Windows so that we may perform input in various Asian language (on my workstation I've set it up to switch between English and Japanese language, while my coworkers generally have theirs set up for English and Chinese). Depending on the input mode selected, some keys may not operate the same way.
