He was indicted and arrested Kevin - there is no mystery here.

So the specific laws he broke were:

1) Abuse of official capacity - section 39.02 of the Texas Penal Code
2) Coercion of a public servant - section 36.03(a)(1) of the Penal Code

Surely you are not trying to suggest there is no legal precedent for these 2 types of charges are you?
