He is the Commander-in-chief, and you are dead wrong if he decides whether to return the salute or not. He is obligated to return the salute as it is the highest form of military respect. To do it half-assed or not at all bares his loathing of those around him for the world to see.

Whatever shred of respect I may of had left for him, vanished with that picture. It says everything.
