I think that depends on where you sit.
I served with some southern GI's who put Lincoln squarely at the top of the worst presidents list.
There weren't many celebrations of Lincoln's birthday in Alabama or Mississippi and that was one reason they made it President's day.
I'd agree that Carter was a stiff, but probably for different reasons than yours.
As far as who was the worst... I'd have to say that in the modern era no president left a country in worse shape, compared to the way he found it, than W did. (Herbert Hoover might have but I haven't gone back that far.)
For the best turnaround, FDR is a slam dunk and Reagan and Clinton tie for second.
Anyone who does not go overboard- deserves to.
