Bush started cutting the VA budget in 2002/2003 and the last budget cut for the VA was 2009 budget.

And while we're on the topic, let's not forget the 10% cut demanded by the Republican party (anyone remember sequestration? I do). Oh, and please do remember that sequestration is still in effect
