I hear you - cycle paths seem like that can actually be *more* dangerous than being out there in the thick of it.
Coming north from my trip to France this year we cycled right thru the centre of Paris (Orly to St. Germain following the Seine tow paths most of the way). I think we averaged about 8mph - though admittedly stopping in a couple of bars :-}

Not sure we need cycle paths in this part of the world.
Biked from here to Aberaeron last month - on the quieter bits we didn't see a car for miles. THREE nasty 25% climbs though.......
