I'm certainly happy to take the parenthetical out of the first sentence: I actually think that businesses shouldn't be allowed to pay full-time employees so little that they qualify for government assistance, except in special cases (such as, say, employing people with mental disabilities).
I was trying to leave enough room for start-ups, but truth is that they probably shouldn't be allowed to pay employees that little. Not paying principals or paying them very little is different, because they stand to gain if successful.
