IE has a bad rap due to its history. IE 11 isn't too bad. But over time, Microsoft will spend fewer resources on IE and more on Spartan. Spartan is an attempt to fix the perception of IE. But, Spartan is already getting hammered because it doesn't use webkit. IMO, that's a good thing. While Spartan won't support ActiveX, apparently it will support plugins.

You shouldn't be surprised that Microsoft is doing this. Satya Nadella has changed a lot of things. Releasing Office for iPad and Android. Open sourcing all of ASP.Net, Entitty Framework, and the .Net core. No charge for Windows on small screen devices. And just yesterday, the announcement that Windows 10 will be free for Raspberry Pi 2.
