>Ctrl+Shift+B rebuilds the entire solution (not a specific project). If 'Build' isn't checked in the Configuration Manager for that project in the current configuration it might explain what you are seeing

In the project where it is not working, Build.BuildSolution is indicating Ctrl+Shift+B in there. The settings are the same for all projets. However, there is something making it not working in that particular one.
