I don't have a specific link, but I know that getting SSRS report server running on a home computer can be tricky, especially depending on what version of Windows. For a long time you couldn't even run SSRS report server on Windows Home or Home Premium - it had to be the higher end versions. And even when you do, you have to turn off UAC, and run the browser in administrator mode.

If that doesn't help, and if that person can share details on what specifically he's running into, feel free to post the details.
