Have you tried the following?
1. Open a PRG file in the editor
2. select from menu Edit / Properties
3. Clear the "Make backup copy" checkmark
4. Set the "Save as preferences" checkmark
4. Set the "Apply to PRG files" checkmark
5. Click on OK

(If I'm not mistaken, this is the way it was back in FoxPro for DOS).

NOTE: You may have to delete a few records from the FOXUSER.DBF to get rid of saved preferences for PRGs that had been previously opened. IIRC you can look through the records in the FOXUSER, delete anything that refers to a PRG file, leaving only the one associated with filename ".PRG" (the default option for PRG files). Similar things can be done for other file types (e.g. ".H", ".TXT", ".DEF", etc). Once I've established a base set of configurations for each of the files, I PACK the FOXUSER file, then make a backup copy. Whenever it comes a time where I'm deleting the FOXUSER because it has become corrupt or has incorrect settings, I just restore the saved FOXUSER files, and I'm back to a base configuration with many of my preferences already set.. This also comes in handy when migrating over to another computer (I usually keep a CONFIG.FPW and FOXUSER in a separate location -- typically I keep a separate set of config files for each major project and keep the environment files separated -- usually this allows me to set up separate starting folders and any environment-specific settings for the project localized to the specific project).
