Yes, folder scope. Needed for a massive codebase we're trying to simplify but also need to make sure that eliminating stuff doesn't create a SNAFU elsewhere in the codebase. Not a huge deal, just that if you keep the .c files so you can do quick differential recompilation, Gofish issues a slew of error dialogs. But the end result is worth OKing repeatedly which is why I hadn't raised it before...
