If this is a shared server then they will do whatever they like to it. If this is the case then the solution is to get a dedicated server allocated only to you, have Windows 2008 installed on it, then install your stuff on it. It will all work fine and the server is entirely for your stuff exclusively and so they should not mess with it at all. A Google search will give you many options including 24 hours setup of a Window server.
