VEVO is a collaboration of the giant music corporations who OWN the music and all the copyrights and broadcast rights. They are uploading their own property.

So now if they do this, and you want to play the music on youtube - is that legal??

Music licensing for public performance (live or recorded) is handled through companies like ASCAP and BMI. So, as long as the venue (i.e. bar, resturant, etc.) has a license from them, then they don't care where you get the music, so long as you get it legitimately (i.e. no pirated copies). YouTube has it's own Terms of Service that covers public use of their content....
