Big difference between regular scanning, which is what Google does, and scanning done rarely, which is what happened in the case you posted. Back up to what triggered that article. http://www.theverge.com/2014/3/20/5531428/microsoft-changes-outlook-com-email-policies. Read that one and you'll see that Microsoft is serious about privacy. Every Microsoft employee has to go through privacy training every year.

Let me give you a real example. My MVP profile sits on a Microsoft server. I have to opt-in to share it with the following groups: Microsoft, Other MVPS, Public. Turns out that Microsoft in this case means the MVP program, not Microsoft as a whole. In working with Microsoft technical evangelists for many years, even they don't have access to my profile unless I make it public.

Here's my biggest problem with Google scanning emails. If I send an email to someone with a GMail account, that email is scanned. I have not authorized Google to do so. The only way to stop this practice is through government regulation.
