Pretty much the exact opposite is true. Think of it in computer terms. Cats have a lot of ROM and low RAM. Dogs are the opposite.
With a big ROM cats have a lot of pre-programmed behaviour that appears intelligent. But get them outside that comfort zone and watch what happens. Just Google [cats vs cardboard boxes] or [cats vs cucumbers].
In contrast most dogs can learn/be taught.
