There may not be one single reason but there were some significant factors that made proper Windows OSs of a few years back unsuitable for mobile phones:
- Necessity to run on ARM processors - low cost, long battery life
- Quick boot and resume from sleep/standby - quick enough to answer an incoming call
- Needed touch interface rather than mouse
This is just some, there are probably lots more.
