I think you've chosen a loaded paraphrase. When employment opportunities stepped up in Ireland it didn't stop those already radicalized as seems to be your chosen interpretation. But it did break the cycle. It did reduce recruitment and took bored youths off the streets and gave local communities something they didn't want to lose, which reduced terrorists' ability to hide amongst civilians. After which there were some last gasp psychopath efforts to perpetuate the status quo, followed by resumption of civilized norms.
Certainly I agree that applause and merriment would be appropriate.
