Great how Microsoft makes something as simple as writing a document difficult, eh?
From the description I'd say Terry probably has the answer. With Header/Footer (actually all) borders you need to play with it a bit as you might be seeing a "top of the current text line" border or a "bottom of the current text line" border, so depending on where your cursor is you can turn it off (or not). If you arrow up and down through the header and look at the Border icon on the toolbar you'll notice a change in the icon when you are on the text line that has the border. You can then select No Borders from the tool.
