Well that doesn't seem to always work either - plenty examples of cops committing crimes (including murder) where they don't get in trouble for it.

Yes the guilty ones- depending upon the crime. Society would be better served if some of the guilty ones were not though - take for example all of the first-time non-violent drug offenders that are clogging our judicial system and jails - no point in them being there if you ask me.
