It's in the prerequisites of the installer, and it checks whether it can find the xml thingy. If it's not already there, or older version, it installs that first (and one more thing, don't remember what). If you just copy the whole fox folder to a new machine, everything will still work except these few things (task pane, xml adapter and perhaps any code you write which may use xmlDom).
