If it's not already there, or older version, it installs that first (and one more thing, don't remember what). If you just copy the whole fox folder to a new machine, everything will still work except these few things (task pane, xml adapter and perhaps any code you write which may use xmlDom).

The last couple of times I've installed VFP9 have been from MSDN media. That installer doesn't install MSXML4 if not already present. The product installs fine but it complains about it missing when you start it for the first time and the Task Pane comes up by default. So then I have to hunt it down and install it manually.
