Again, you're assuming that you need money to do that, which isn't the case. The effort should be making it cheaper and better, not more expensive and better.
It is about choices... but if someone suggest looking at system in other countries (which by definition are socialistic systems), people in the US get an allergy attaque. The problem is political, not money.
