Your asserted flaw is the flaw- since I never said any such thing. You are presented with a binary choice between improving the ACA and repealing it. Shoulda woulda coulda at this stage helps nothing.

Unless you're already doing a post mortem, you can't point to other executive actions as having any relevance to what needs to be done next wrt healthcare.
