I do not see how this practice can be 'done properly' - especially seeing how it violates our constitutional rights to begin with.

I will freely admit that whites have a higher margin of error - they can make "false moves", even innocent ones, while being frisked, and the most they might get is a verbal "STAND STILL" from the cops.

And yes, other groups are going to suffer harsher consequences for making the same simple mistakes.
