This trend began during the 1970's and just happens to correlate with the increase in the % of females in that group entering the workforce around that time.

Where did that come from?
The ACA was lousy policy and was poorly implemented, but the macro forces holding back the economy - and the boneheaded refusal by the repubs to spend money on infrastructure and other projects that would have stimulated demand- far outweigh any effect the ACA might have had.
