The question is, how many users will an access database support without taking a performance hit?

Well, it depend on a lot of things
1-Lot's of queries ?
2-Lot's of writes ?
3-Lot's of append ?

As a non official rule, I can say that 10 users is the max with an app that have transactions appening all the time.
