>I take your point. Iran has been fighting ISIL/ISIS in Syria since the start which isn't exactly compatible with causing terrorism. When you do ask "where's the beef" you're often treated to lots of historic antics right back to the 1979 embassy event and all the hostility back then. However, in recent history Iran is regularly linked to Hezbollah and Hamas and was accused by Bahrain in 2016 and India in 2012 of bomb-making mischief while an explosive plot with Iranian connections was foiled in Kenya. Slim pickings, but IMHO it's difficult for Iran to claim grievance while it maintains funding and direction of Hezbollah and Hamas.

When it comes to Saudis and Iran, there's one other aspect that complicates things even more; the sectarian conflict between Sunni and Shia. Iraq and Yemen are hot areas in that conflict.
Iran is also supporting Assad in Syria, but there so is Russia. It's really messy.
