If they want to, the option is available and quite feasible. But they aren't forced to have a car to go buy milk. And there's quite good public transportation - IIRC, you can pick tram or bus to visit the other side of the river. Or you can just walk over and stand in the middle of the bridge and enjoy the contrast - the two cities are so different.
From what I see, Belgrade is neither more nor less congested than it was in the eighties or nineties. The traffic just flows. Perhaps I was lucky to avoid the worst jams, but then this luck holds for some 30+ years :).
