>>From what I see, Belgrade is neither more nor less congested than it was in the eighties or nineties.
NZ's problem is massive immigration, apparently now the highest per capita in the free world. Many/most of the newcomers prefer to settle in Auckland whose roads and infrastructure are severely strained. Once leafy suburbs are giving way to cheek-by-jowl living and ratepayers are presented with a bill for billions of $ investment to cater for all the newcomers, causing many locals to ask why we want Auckland to grow. Why not put up a "no vacancy" sign? It's as if tens of thousands of people declared they want to live in Beverly Hills and it's the responsibility for existing residents to contribute affordable housing and infrastructure so all-comers can cram in.

"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
-- Shakespeare: Coriolanus, Act 1, scene 1
