Update: when I spoke with Wise in October, they sent me a .wse file that a VFP developer wrote and sent to them. This file was a potential solution of how to use wise6.0 to distribute vfp6.0 apps. Just today I found out that Wise7.01 now natively supports VFP6.0. Just thought I'd let you know.
