All this contrived Chicken Littleing rewards Kim and encourages worse behavior from him, because you're giving him the platform he craves. Rather than ignoring his antics as has been the norm, the "idiot" (your word) Maxine publicly called POTUS's response "bluffing" which just encourages Kim to step it up a notch. Sure enough, he threatens to attack Guam to the sound of more screeching. This contrasts with previous similar responses from Reagan, Kennedy and even Clinton that were effective because Chicken Little didn't immediately accuse them of bringing down the sky.

There's a modern trend to cry in pain as you hit out at an opponent. In this case, rather than the usual sandpit tiff after which everybody can settle down, some people are pouring gasoline on the flames and crying out in horror at the result.
