Yes, but paying huge tax post war was a noble civic act. It's not now. And the rest of the civilized earth had been trashed by war apart from the US that then entered a period of prosperity and world dominance. Wealthy scions saw the UK as a place for classical education and sowing of wild oats before returning home to a respectable society wedding. Now? Globalization and instant electronic $ movement means that selfish entitled parasites can live in the same luxury with income and wealth contorted into devices that avoid tax. So the trick is to figure out a tax that can't be weaseled out of- such as a tax on assets in the jurisdiction where they exist. This sort of tax strikes fear into everybody who owns their own home, but it eliminates the fakery that offshores wealth out of the taxman's clutches.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
-- Shakespeare: Coriolanus, Act 1, scene 1
