So what stops those with family biz to sell their shares / farm / restaurants for $200 ?
Why not give them jobs in own company at a salary enabling transfer at rates of income, not those high rates you wish for inheritance ?
I am totally with you that quite a few policies were wrong, but increasing tax intake is not the way to teach to poor to fish, but guarantees more offices creating paper work describing why the fish cans given to the poor need to be smaller / more sturdy and so on.
