Are you sure? My understanding is that the biggest shooters of black youths... are other black youths. Unless you're saying that those black lives don't matter, only the ones shot by cops, why wouldn't you start where the problem is worst- especially since reducing violence in turn will reduce cop reactivity?

Yes, but any old audience is no good. If you want to do good rather than signal, you need to pick an appropriate audience.
