Have you tried copying resource files from the working one?
It works fine for me on multiple PCs and virtuals (Win7, 8, 10).

PS: In my layout I prefer command window docked at bottom while others docked and tabbed (like yours) on right. That provides me a good VFP dev area (although now I am using triple monitors one is enough for VFP and that also makes things easier when I want to access via remote desktop from a notebook).
