I have done 3 tests.

1. Copy from another Windows 10 computer with a working resource file to the folder. However still not working.

2. Delete the resource file. Then create a config file "config.fpw" with a statement "resource=c:\project\wis\foxuser.dbf". When the project is started, "c:\project\wis\foxuser.dbf" is created. I try to edit some files. After exiting VFP, the date and time of the file is not updated.

3. I start the project and enter 'set resources to "c:\project\wis\foxuser.dbf"'. Then edit some program and exit vfp. This time the date and time of the "c:\project\wis\foxuser.dbf is updated.

Although test 3 works, it doesn't solve my problem because the environment I want is not restored on "start-up". Extra steps must be done to set up the environment.
