While Trump has cancelled out some of the regulations from the Obama administration, it's really more of a zero-sum gain when you look at the set of economic controls he has discussed on foreign trade, immigration, outsourcing, etc.
He's basically focusing attention on the repeal of control in certain areas, while looking at greater control on areas that expand the xenophobic message that galvanizes his base.
