It is a long process of tracking how much time goes into things like error trapping, audit trails and other items.
Hopefully, VFP will help in making an application object, but it is snow ball gaining momentum now.
I have often thought about function point analysis as a clear method of system development.
Right now I bill time to figure out what they are talking about in terms of their data design. If you can come pretty close on that, you should be able to make a reasonable estimate on how much time will be spent programming.
15 tables? 30 tables? With a tool like InfoModeler you can determine this. Once that is done it is a matter of making the screens. One one to many screen is a lot the other ones.
