Looks as if the Trump administration is sorting that out. Assuming you're referring to the 1996 Dickey Amendment, IMHO there's nothing complicated about it: "none of the funds made available for injury prevention and control at the Centers for Disease Control and Prevention (CDC) may be used to advocate or promote gun control."

Is research the same as advocating or promoting gun control? Well, here's Trump's new health chief Azar: "My understanding is that the [Dickey] rider does not in any way impede our ability to conduct our research mission... We're in the science business and the evidence-generating business, and so I will have our agency certainly working in this field, as they do across the broad spectrum of disease control and prevention."

Boom.

Question for you: why isn't that all over the MSM? Over 20 years of missed opportunity that you describe as "shameful" until an outsider appointed by Trump to bring down prescription prices, immediately perceives that this swamp emperor has no clothes.

I see Trump also just instructed Sessions to do his utmost to render bump stocks illegal. "“[A]fter the deadly shooting in Las Vegas, I directed the attorney general to clarify whether certain bump stock devices, like the one used in Las Vegas, are illegal under current law. That process began in December. And just a few moments ago, I signed a memorandum directing the attorney general to propose regulations to ban all devices that turn legal weapons into machine guns. I expect that these critical regulations will be finalized, Jeff, very soon.”

Lets just hope that a judge in Hawaii doesn't obstruct these initiatives too. ;-)

You know what I hope, Victor? I hope that by his next election, Trump will have done enough that more and more citizens are thinking that POTUS may not perfect, but boy didn't he get things done and deserve some respect.. ;-)
