Here's one for you: if you enact policy xyz: how many mass shooting deaths did you prevent?
The frequency is so low that the margin of error is huge and you'll struggle to demonstrate any improvement- not least because you can't declare if/when a mass shooting would have happened that you prevented. ;-)
Compare to Chicago where it ought to be possible to work with community and enforce rules that make a measurable difference every day. Because the frequency is so high and existing interventions so non-existent that it's very possible to measure the effects of your initiatives.
Apart from anything else, it also reassures downtrodden black communities that the country does care and wants to help reduce the carnage. Blacks lives matter. Why not prove it?
Armed with the swell of approval and love from that success story, now target other communities and weapon classes.
