I don't know either (as you're only 'pretty sure'), BUT I would hope that, at least since VFP 5, that VFP would load everything on startup and leave the paging totally with the OS and the SWAP file.
In addition, considering a WIN9x environment and the cost of RAM, I don't really feel that worrying about a "lighter memory footprint" is that productive, and I would worry about other things long before making this an issue.
