That's easy.
When someone thought it was necessary.
It's not just in CVS. It's in every pharmacy I've been in since HIPPA was passed.
Every time I see a new MD, I have to sign forms saying things about privacy that mean absolutely nothing to real people before the MD will take my money, part of which will cover the cost of those nonsensical forms.
If I go to an ER is seriously bad shape someone will stick those forms in front of me.
Why do I ask how many lives were saved?
Because this nonsense adds to the already nonsensical pile of junk contributing to the costs that, as usual you blame the struggling widow, who needs real medical help, for incurring.
Anyone who does not go overboard- deserves to.
