Not easy to blame HIPAA when this also happens in other jurisdictions. The US context is that for every one like you, there's at least one who will sue if medical situation is discussed with their daughter. How to find out who is off limits, if not by asking?

Actually I blamed men on Viagra as a joke, but worth noting that your straw woman probably has a valuable property she's determined to preserve to be sold at huge price to somebody else's grandkids to leave a decent bequest for her own.
