There's some growing evidence that it wasn't "just" elements in the D party that used the IRS to target the Tea Party. Some of the mainstream Rs might have been involved.

There could be a million reasons why Darrell Issa handled the Lois Lerner situation so badly....but I can speculate on at least one more.
